Ewha Institute for Biomedical Law & Ethics, held an international webinar about 'policy issues regarding vaccine

Cohosted with KLRI(Korea Legislation Research Institute)(Director Professor Won Bok Kee), the webinar took place seven times from Nov 3 to Nov 20.

EIBLE(Ewha Institute for Biomedical Law & Ethics) cohosted the 2020 international webinar about 'policy issues regarding vaccine for COVID-19' from November 3 (Tue) to 20 (Friday) with the KLRI (President Kye-Hong Kim).


As the vaccine development to address COVID-19 has been an urgent matter worldwide, the webinar focused on policy issues that need to be addressed regarding the vaccine development. It is predicted that the current pandemic will end only when herd immunity is achieved after people are vaccinated. As the investment and R&D is concentrated, the vaccine development is undergoing with unprecedented speed, and some vaccine candidates appear promising. While the technological, scientific problems have been rapidly addressed, there is still much to be solved regarding the policies around the world.

Specifically, the following questions should be raised: "how do we allocate the insufficient vaccines in the initial stages of the production within and among nations?", "Is vaccine nationalism harmful?”, "should intellectual property rights of vaccine developers sacrifice to maximize the production?" and "Should the economic catastrophe caused by the pandemic be considered in the review of safety and efficacy of vaccines?"


The webinar took place seven times from November 3 to November 20 with global experts from the legal, medical, and pharmaceutical fields to discuss solutions to policy issues posed by the vaccine development. The conference began on November 3 with a presentation by Jerome Kim, Director General of the IVI, about 'what is special about the development of the COVID-19 vaccine'.


Two renowned experts — Professor Nicholson Price at the University of Michigan School of Law and professor Lawrence Gostin at Georgetown University — made a presentation about 'the vaccine manufacturing and transfer of technology' and 'vaccine nationalism worldwide,' respectively. 


Professor Patricia Zettler at the Ohio State University gave a lecture on FDA’s emergency use authorization of the COVID-19 vaccines, while professor Michelle Mello at Stanford Law School gave a lecture on social trust on vaccine development and strategies to promote voluntary vaccination. Speeches from domestic pharmaceutical experts were also prepared. Hoon Kim, CTO of SK Bioscience, and Hyun-Joon Yoon, head of the Development Division at GC Pharma, introduced the current situation of vaccine development in Korea as well as the responsibilities and roles of pharmaceutical companies.
